发挥主动服务精神 创造良好工作环境

    我所行政部门以科研和业务发展为中心,克服人员少工作繁多的困难,强化服务意识,提高工作效率,努力创造良好环境推动各工作顺利开展。2016年办公室和财务科密切配合开展国有资产核查,帮助各业务部门理清家底。同时,有针对性地开展科研设备采购计划、预算编制与报批;以及结题项目经费结算审计等。科研管理部门牵头全所质量管理体系文件修编,规范管理科技项目申报、执行验收、鉴定归档、组织内审等;年度完成归档文书档案99卷,科技档案20卷。财务部门通过扩大实行公务卡电子转账范围,在提升项目财务管理水平和服务效率同时,推进经费使用公开透明;2016年项目经费到位预计3500万元。人事和财务部门配合完成在职及退休职工社会保险改革工作,保证了退休职工社保工资发放按时到位,以及在职工社保缴纳的系统建设。各行政部门组织配合完成我所第一次自主职称评聘工作,保证了全所人心安定和各项业务稳定开展。

      Centered on the scientific research and projects development, the Administration Departments of FJIOovercome the difficulty of insufficient personnel number and plenty work volume, enhance the awareness of serving other departments and improve the working efficiency to create a favorable environment for the smooth implementation of various works. In 2016, the General Office and Finance Department joined hand in hand to launch an inspection on national assets and helpedalloperating departments to sort out whatever they have. At the same time, the purchase planning, budgeting and submitting on scientific research equipments was carried outand a closing audit on project funds was completed. Under the guidance of scientific research management department, the quality management system profile got edited; the application, implementation and inspection, identification and filing, internal audit of scientific projects was regulated; 99 rolls of documentary archives and 20 science and technology ones got filed over the past year. The Finance Department promoted the project’s financial management level and efficiency while driving the fund using more open and transparent via expanding the electronic money transferrange of government credit card; the year of 2016 is expected to achieve 35 million RMB for the projects fund. Thanks to the joint effort of Human Resources Department and Finance Department, the social insurance reform for all staff, retired or not, was completed so as to ensure the retired staff’s access to social insurance salary in time and build up a systematic insurance payment for the not-yet retired. Each Administration Department worked together in carrying out the first time autonomic evaluation of technical post title, helping to settle down everyone and operate each project stably.
